The stamp on the left has been seriously messed up. I don't know if a long soak in bleach would break down the paper fibers enough to allow it to shrink like that, but that might explain the loss of pigment. The stamp obviously did not shrink uniformly, as seen by the irregular shape, especially obvious across the top of the design, which is no longer straight. It isn't even uniform in height, shorter on its left side.
Performing sort of a version of the "Srail Test", using a graphics program to 1) select a portion of the normal stamp's right side perfs, 2) rotating that selection 90 degrees clockwise, and 3) moving it to the top of the suspect stamp, to compare the supposed similar 11 gauge perfs, shows that the suspect stamp is nowhere near perf 11 across the top.
Stamp experts Calvin & Hobbes would tell you the stamp has been transmogrified.
