I presume this is a cut-down from a perforated stamp or am I wrong?

I think you are right.

Looks to be a type V, C or D relief. That would make it plate 5 or later which were all perforated exclusively.

It's a trimmed #24 from a D relief position.

I'm more sure now that Sinclair has posted, but this one was pretty easy because of the scratches on the right margin.

I've been looking a a lot of these lately to learn the differences. I've noticed that it's much easier to find nice side margins than both top and bottom margins.
