Not sure what I should consider this cover (scott #), or even if its collectable.
Names have been edited out.

I see by Scott Specialized catalog 2013 that stamps.com personal postage is not noted earlier than 2002 (page 531, 2002 July)yet this cover is dated 1999. The cover has no resemblance to 1CVP2 but is very close to CVP34, but that one is computer vended with no stamps.com on the label, and was also located in Central Florida.

Any ideas on this one?

You won't find that example in the Scott catalog because it is not technically a computer-vended "postage stamp" but rather a meter. The example shown is listed in Part 3 of the International Postage Meter Stamp Catalog and identified as PC-C2 (USPMSC RB2) as having been in use since 1999.

Your example does show an early use of the indicia, though.

I just checked some old covers I have and came up with a PC-C3 example. Essentially the same as PC-C2, but with larger inscriptions. The PC-C3 came into use in 2000 so this 2002 usage is within the correct period of use:
