At first glance I thought this was just the image bleeding through. But you see it doesn't line up.
If it was a "printed on back" wouldn't the image be oriented correctly (not backward)?




After viewing my post it dawned on me that this was probably from stacking on top of a wet sheet.
I love having a scanner.
I'll leave this post up even though I've answered my own question.
Might spur some conversation.

I agree that the sheet stacking was the reason.

It is called (depending on who you ask) an offset or setoff.

From Linn's Philatelic glossary.

Offset: 1) A printing process that transfers an inked image from a plate to a roller. The roller then applies the ink to paper. 2) The transfer of part of a stamp design or an overprint from one sheet to the back of another, before the ink has dried (also called set off). Such impressions are in reverse (see Mirror image). They are different from stamps printed on both sides.
