How does one tell the difference between a "wet printing" and a "dry printing" stamp?

Swabbie....

Wet prints sometimes have an over-inked look.....dry prints look a little washed out.

Dry print is not actually accurate as the paper still contains 15% wetness at printing.

To add to Tom's information if you are lucky to have a plate number attached they are listed in the catalog for the wet or dry variety.
