sure was bad writing I figured maybe they were trying to do a revenue type stamp, who knows?

At best it's an oddity, since there is no way to tell when someone wrote it on the stamp and why it was written. Could be someone was just having fun scribbling on the stamp. If someone was trying to deceive for any purpose, it wasn't a very good effort!
