I came across this odd mis perfed Sc 147 on cover the other day, at least it seemed odd to see it used. Looks like the perforator was way out of adjustment. Any thoughts?

Stamp is just off-centered to top left.
Pins are not broken....they are there, just irregular seperation at UL.

Since Washington was a Virginian, an ex-Confederate soldier would have made the whole sheet 98J examples.

I would further speculate that whoever at the post office that allowed this through just didn't give a f**k that day.

There are several generations of the name Hugh McAlister, but I suspect the addressee of the cover was either the son or grandson of the Hugh McAlister for which McAlisterville, PA was founded in 1810:
