This looks to me like it should be a 26 because this is the last stamp at the bottom of plate so the boarder ends at the design, and the perf cuts off the top.

Yup, bottom row #26. Usually these stamps are described as #26A on ebay. Top row #26 stamps identified as #26A's are even more annoying.
