Question About Series 1914 Proprietary 5/8th

I was sorting through a box of old papers today and found a group of 8 unused Series 1914 5/8 revenue stamps.

It had selvage. Seven out of the eight were undamaged and one was torn.

1. Is this considered a booklet? A block?

2. What is the Scott #?

3. What would the value of it be?

It sounds like you're referring to Scott #RB35. As per my 2013 Scott Specialized Catalog, unused value is $7.75; block of 4 value is $35, (Used value is $3.)

Of course, catalog values are only a guide and many sell for much less on the secondary market, as in this MNH block example (see link below) that recently sold for only $3.25 (less than 10% of SCV). Of course, centering is always an issue with stamps and this example has rather poor centering which would diminish its value as it relates to the catalog value listing:

It could also be RB48, cat value for a block of four $1.50. The difference is the watermark. Is it a single line USPS or a double line USIR? That is the question.
