Here is an informative thread on double paper that may be of some help.

Here are two photos showing four paper types. Although the stamps are different, the paper will have the same appearance.

Dittrich,

If I understood your question, then no. Soaking does not usually release the layer of double paper. It is not advised that you do separate them. Maybe okay for a small portion at a corner to show that it is double. The usual method is to carefully pry them apart with a thin blade (not a knife). The tip of pointed stamp tongs might work. If it has a flat side, slightly rounded opposite, and is not too pointed.

Don't attempt it unless you are sure. It is very easy to ruin a stamp by doing this.

Unfortunately, it is sometimes possible to split thick soft paper this way so that it resembles double paper. An expert can easily tell the difference. It is a sure way to destroy a stamp.
