Without actually having to measure the perforations, you can see that the bottom stamp was made with the in-line perforator (aka "bullseye" perforation) -- the perforations meet perfectly at the corners, unlike the top stamp.
The bottom picture is shifted up more, compared to the upper one. Piper's head is closer to the frame and you can see more of the grey cloud in the bottom right hand side. Also appears to be slight difference in the number of perfs.
