I think my monitor is off. But this looks rose to me. Which would make it a 460?

This is an offset stamp, probably a 527 carmine.

Almost all of the Washington Franklins exist in multiple shades, and very few of them are distinguished primarily by color (#523 is an example of an exception). Even the much talked about Type Ia #500, which historically was considered to have a distinct deep rose color, has been shown to have shade variations.

Any suggestions on a specific brand of fluid to detect watermarks? Or is there a better/safer method?

I use Uni-Safe's watermark fluid and have had no problems. I don't think it's significantly different that most others on the market, though.

I agree with revcollector, this is an offset printing.
It is not watermarked, though many of the other Washington/Franklin issues are.
