Hi! I'm going through a collection of 19th century postal stationery (cards and envelopes), and came across this postal card. I skimmed through the U.S. Postal Card Catalog, but didn't see anything describing this particular type of official card.

Any recommendations regarding where I could find information on the history of this type of card would be much appreciated. I'm trying to figure out whether it's of potential value to a collector or something a museum might appreciate as a donation even though it is in very poor condition.

That is amazing! Where are these listed? Also, both of the pictured items are different. Notice the "s" at the end of the word "publications". It is missing on redwoodrandy's example. There are at least two different versions of this piece of stationery.

The addressee of the last cover (L.V.F. Randolph) led quite an interesting and varied life:

He accepted it and again showed his capacity for administration in the reforms he instituted and in the progress he initiated. He was twice re-elected to the presidency without opposition, and was urged to continue in this position; but in 1906 he acted on a resolution long cherished, the suitable opportunity for which had now finally been reached, and he definitely retired from active business...

There is no catalog of Penalty Imprint stationery. There is a catalog of Penalty Overprint stationery. USPOD policy regarding the handling and payment of official mail items changed numerous times and included Department Stamps as well as postal savings envelopes and War Department Envelopes. Requirements for penalty imprints were published and it was possible for any authorized entity to go down the street and have their favorite local printer generate envelopes. This accounts for a wide variety of sizes, paper types, type fonts, etc. Several attempts to catalog penalty imprints have fizzled out.
