Help To Identify The Type Of An A140 Stamp

Hello. I need a help to identify the type of an A140 Stamp. Regarding the marks on the back seems to be Offset process. Looks like a type III to me, but reagarding the Scott Catalogue to be Offset needs to be type IV or higher. Right?

I appreciate your help.

Not offset. These are Scott #499s, flat plate.

Stamp Smarter has a free US plate block tool which allows users to enter the plate number and it will return the correct stamp (with Scott Number) for that plate number. This makes is easy to quickly ID any US stamp with a plate number.
