Your stamp is not 9.5 at top, its 10, same as the others (other sides), though the top perfs are in very bad shape.

It look like a prety solid 9.5 to me on the top.

It appears, to me at least, the bottom few dots align with the perf holes and the top few dots align with the perf tips.
Are you seeing something different?

I saved your image then straightened and cropped it using Irfanview. Next, I inserted it into Powerpoint, copied/pasted the image, then aligned the top and bottom perfs of the two images.
