Your stamp is not 9.5 at top, its 10, same as the others (other sides), though the top perfs are in very bad shape. |

It appears, to me at least, the bottom few dots align with the perf holes and the top few dots align with the perf tips. Are you seeing something different? |

I saved your image then straightened and cropped it using Irfanview. Next, I inserted it into Powerpoint, copied/pasted the image, then aligned the top and bottom perfs of the two images. |
