Hi.
I have a block of 4 USA 3 Cents which is overprinted parcel post and also has a Texas postmark but the back is fully gummed, could anyone tell me if it was normal to pre postmark some stamps in this era.
I have supplied photos, grateful for any assistance and if anyone would know if it has a value.
