Given the lack of a good upper margin, is a positive identification of this stamp possible? I'm assuming we can eliminate Scott 31 and 35. Comments?

The lower right plume identifies this as Relief A, hence Type II and Scott #32.

ETA: This could be #34 if the top line were recut, but it does not appear to be so. 74L1 is the only such A relief position on the plate.
