trying to get some help on how to describe the perforations on this stamp. Any help much appreciated. Scott 29, type 1 (I think)

Specifically, bottom perforations? What went on here? And comments on other sides as well?

An inept attempt at reperfing? But why would one do that?

Yeah, I guess I was questioning if it was separated awkwardly (natural) resulting in perf flaws, perf tears... Or a horrible reperf job on an otherwise nice stamp!
Why someone would do this, I don't understand?

I think all of the perforations are genuine. A few pulled perfs on bottom.

To echo sinclair, note the 3 long perfs at the top - they would have left some very short perfs on the stamp above this one. Perhaps there was a particular way the user separated their stamps to apply them - a certain pull or tug.
