I saw this on ebay and has a cert from PSE? I did not see any explanation for this. Was the perforation equipment defective?

In my opinion there is no problem. The certificate only states that the stamp is a certain Scott number. No mention made of grading it.

Might have been a bent pin. They do look funky, and it certainly draws the eye.

There is one perf that is not in the expected location? What is the cause of that?

If that missing perf was a fault, should not the certificate have mentioned it?

Really??? No mention on PSE cert. regardless of whether owner wanted a grade or not, PSE should have described it!
My god, when I send in for cert they describe an insignificant minor gum bend or wrinkle, or a perf that's nibbed 50 percent. And then they let this go?

Seller is a member of both the ASDA and APS; but puffery is certainly not something that the APS or ASDA would bother to act on. But my opinion (based upon what I know about him) is that I spend my money with other dealers.
The bent pin is interesting and anyone can certainly ask whatever they want for their material.
