I have tons of stamps cut from letters and various other sources from various decades but mostly 1970 forward. Should I attempt to remove these stamps?

Yes, but you should sort them first and soak only the ones you want to add to your collection plus a few duplicates for trading here on the forum. Use warm clean water and don't try to do too many at once. Once they have separated from the paper, you can take them out and dry them. A "Desert Magic Drying Book" is handy if you are doing soaking a lot of stamps.

Don't try to soak off any stamps that are on red or green Christmas card envelopes. These will bleed and stain all the stamps in the water.

Well son of a gun, just like a water transfer decal huh? I do have some dupes. No kidding we trade here? Hey, how come I can't trade on the classic Ford website I go to lol!

Before placing them in a drying book, be sure to rinse them in clean water so that the glue isn't transferred over to your book or stay on the stamps and stain them in the future.

For stamps on colored paper I have found that if you use a wet washcloth folded into quarters and place the stamp inside and fold back over and let set for a few minutes it comes right off with out any discoloration to the stamp and you don't have to worry about discoloring other stamps.

One additional note cancelled1 - if the stamp on paper includes an interesting cancellation you might consider keeping it whole. Some collectors look for specific cities, interesting cancels, etc. You can always find another for your collection.

Is it legal to use these stamps after they have been soaked and removed from the envelope? Might have to use an adhesive of some sort,but with today's postal rates it
might be an idea.

According to postal regulations, it is not legal to re-use stamps.
