Is there still a market for blocks of four other than Plate Blocks.

There is a market but like all markets it depends on the the particular stamp issue you are talking about. Some older issues are rarely found in multiples so blocks of four may have a very nice value compared to singles. If it is common to find multiples of a particular issue then the value tends to not be there.

When exhibiting stamps I think blocks of 4 or 6 or larger looks nicer on the page than singles. It breaks the monotony of seeing just single stamps.

I have yet to see a dealer who wouldn't break a block of four or a strip of coils to sell a single of common stamps. I guess that says something.

Obviously, like the others said, there are numerous exceptions in the classics and even with some modern issues.
