gandd07, the stamp you have in your image is not a Scott 545. The 545 is of the Washington-Franklins issued from 1908 to 1922. If you are thinking it is a 594, or 596, you would have to send it to be certified. 596 is a great rarity.
Also, assuming your millimeter scale is accurate, the top image is not 22 mm, nor is the bottom 19 1/2.
Measuring with a millimeter scale is not the way to go in measuring. Take a known flat plate stamp--in the case of the stamp you have imaged, that would be the 1 cent from the first issue of this type of stamps, trim the corners off and then a direct comparison can be made.
Even if you think you have the rare one, certification is a must.
