The Michel specialized catalogue for Germany has some very odd listing policies for pairs. For example, consider these Heuss pairs.



A single copy of this stamp is listed in the catalogue at €3. There is no premium for a vertical pair. A horizontal pair is listed at €150!

Some issues have listings for pairs from sheets, others don't. It seems to be restricted in time from the Posthorn issue of 1951 to the Castles of the late 1970s. And it's only the smaller issues - those Castles have listings for horizontal pairs, but the Industry & Technology definitives that were issued at the same time do not get listings for pairs. Baffling.
