In the Scott catalog, Belgium #B3 (1Jun1910). It is a semipostal stamp.

This is not for postage, semi postal. "Caritas" is a Latin term for charity.

Just to clarify, it was valid for postage, as are almost all semipostal stamps. All but one of the stamps in this set were sold at double face value.

khj is absolutely right, I sorry for my confusing post. The surcharge was for tuberculosis.

You are not dumb, you are simply learning; just like I and all the others have to go through the learning process. I learn something new just about every day when I visit this site!

Rules vary a bit from country to country, even from issue to issue. However, in general, a semi-postal stamp is sold so that part of the purchase cost can be applied to postage and the remainder to the charity designated by the postmaster. Many semipostals will have something like 5c+10c on it, indicating 5c can be applied for postage and 10c will be given to the charity.

In the pic you showed, it only says 5c. For this particular stamp, it was sold at double face value, so the stamp could be used as a normal 5c stamp, and the additional 5c you paid to buy the stamp went to fight tuberculosis. For most semipostal stamps, the postage value and charity value are both written on the stamp. This stamp is an exception.

By the way, the catalog values are for stamps with that bottom label still attached. So don't go tearing it off or bending it.
