It's probably the acronym of a company name. It's a commercial overprint. You can have infos about those stamps on this website.

I think Lancashire County Council as there are more words stamped over it, most of which I can't read, but one is definitely "Lancashire".

It may be,
but it is not listed in the Commercial overprints as "LCC"
so CDnum has found a new style,
and to promote philately fellowship it should be reported.

This has got me digging out some old papers as I have family connections with the area. I couldn't find any LCC, but I have found a "Warrington Corporation" overprint from 1946. Warrington is a town in Lancashire and Warrington Corporation is not a commercial company, but a "Municipal Corporation" - a type of local government linked to the Borough Council, I believe, although I find it all a bit confusing...
A receipt for Pension contributions paid by my Grandfather.




Note the name of the Treasurer...

In my reading of Agatha Christie, L C C meant London City Council. Probably not the best authority, but---

There's something about that LCC print that makes it look typewritten.
