I know the basics, Bay of Kotor, (in Montenegro) was occupied by the Italians, and then the Germans, during WWII. Some Yugoslavian stamps, as well as Italian stamps, were overprinted for use there, but as far as I can find, no issues specifically designed for Kotor were made, officially. With the denomination in rpf (reichspfennig??), I assume it was issued later in WWII, during the German occupation.

Michel's Germany specialized have few pages about these...What you have is one of the unissued stamps from 1944 series. If real, it does have quite high catalog value (between 1,100 - 2,800€ depending on paper/background color)

thanks for the info. will have to check into it. I am sure that mine is not real, considering I won it on bidstart with a bid of $0.06. but it's cool and unusual looking, so I am happy with it.
