Yes, but not exactly a "replica" but a "reprint" contained as part of a souvenir sheet. The original (left) stamp is Scott #296; the reprint is Scott #3505c, part of "Pan American Inverts" souvenir sheet issued in 2001. (Catalog value unused, MNH: 75 cents). Two million of those souvenir sheets were produced. (Note the 2001 date in the LL corner of the right stamp.)

No. It was an electric car -- or a taxicab as we'd know it today. The correct designation is "an electric hansom cab used by the B&O Railroad for conveying travelers and their baggage to and from the B&O station in Washington, D.C.".

It's also been referenced as a vehicle produced by Electric Vehicle Service of New York.

Trivia: It not only was the first US stamp to depict an automobile, but allegedly was the first US stamp to depict a living person within the design.

Following the recently issued "Hot Rods" stamps a local newspaper featured an article on the owner of the black car used in the stamp design ... and yes, it is a 1932 Ford Highboy Roadster. The article can be viewed here:

As for the 17.5 cent "Racing Car" stamp, it is a 1911 Marmon "Wasp", the first car to win the Indy 500:
