That thing on the hill overlooking Budapest is the Liberty Statue
erected in 1947 to thank the Soviets for liberating Hungary
from the Nazis.
She is holding a palm leaf which apparently was a symbol
of Victory in ancient Greek and Roman times.
I happen to see the statue "in person" last fall on a short
visit to Budapest but didn't get that close to her as you can see
in the pic.
Not that I wanted to, lots of other fascinating stuff to see.

As far as the date of issue is concerned, it was October 29, 1950 according to my old Michel.
The postmark I think reads 50 XI - 9. 10.
So might be November 9, 1950 10 am
