One way to read the cartoon is that nuclear weapons are the icing on the cake, eg, Cold War weaponry & rivalries are making everything worse.
(This interpretation depends, admittedly, on the idiom 'icing on the cake' existing in the Greek language ... but, then,
look at the cartoon!)
