Yes, it is an official seal. If I remember correctly these were issued without Gum and the money for these lies in the postally used copies. I believe all real usages are folded and have adhesive traces (since it was issued without gum).
Henri C. Gillet was a lithographic printer established in Valparaíso since late 1880's. Before, in 1854, he was in Santiago and was the printer of some Columbus stamps (nr.4 in recess and nr.5 litho)
In those years he made several works for the postal administration, printing Official Seals, Postage Due stamps, AR stamps (avis de reception) and AP stamps (avis de paiement).
The Winged Wheel was printed in litho, in sheets of 25 (5x5) without gum, in cream color paper. It is very difficult to find them used and in good condition because they were used to close parcels, and usually broke them to open the package.
