It took me a while to figure the country for this classic since I don't read Cyrillic:




Scott ('97) has this: "A lithographed set of 14 stamps (1hr - 200hr) of these types, perf. 11-1/2, was prepared in 1920, but never placed in use."

The perf count, the text, and the top center symbol matches those in the three examples Scott gives, but the layout is somewhat different. Stamps is unused and shows a slight hinge mark on OG.

Does this stamp have a listing on other catalogs? Unfortunately I have only the Scott at this point.

This is part of the set of 14. Designs vary somewhat.
