as Kim advised, it is a Hejaz Railway fiscal stamp
overprinted to serve postal service.
This is part response when I was scratching my head over this one...

Old Geezer memory (very fuzzy) : I have seen these stamps somewhere before
and if I remember correctly it had something to do with the Hejaz Railway
having a huge debt and part of the money generated by the use of these
stamps going towards paying off the debt. I know for sure that your stamp
with a different overprint was used in Turkey in Asia (or so it is called in
Scott). I'm not sure this helps, but ....

I think I have it.
bearing in mind I am using SG version 1963.
The stamp is an Hezaz Railway fiscal.
SG lists only those which have been overprinted
as A10 "Ottoman Posts 1337"
now this number has varieties 1307 and 2337 (in the Arabic text)
they were both handstamped and later typographed.
Since mine is void, then it is just a fiscal or perhaps "remainders".
