An interesting story of the use of that material in St. Louis, Missouri. According to the article, this was commonly used up until the 1930s:

Back in the day that poster stamp was produced, most people were lucky to be driving on anything better than dirt roads! So while creosoted wood block is not the best pavement anymore, in the early days of the 20th century it was probably considered an excellent choice.
