OUT THIS NOTICE WITH THE STAMPS
OVER.

I think I got the last part wrong.
Anyone know the correct notation?

Also what was the first class rate to Canada in 1996
and was the additional 32c the correct amount due?

The notation probably reads:

RETURNED FOR ___c ADDITIONAL
POSTAGE. WHEN REMAILING CROSS
OUT THIS NOTICE OR PASTE STAMPS
OVER.
