One of the lot Bill Gross auctioned off are the stamp bisects on covers. I don't understand the history behind this and I have no idea that stamp can be cut and be used that way. Can anyone shed some light?

Thanks for the link. Interesting. What would happen if you do this today? I wonder if postal would accept. Maybe scanning machine would throw it out.
