In Scott, this is Serbia #93. Scott notes that "Counterfeits of #87-97 abound," and since they do not recognize the invert with a listing, chances are good it's either a counterfeit or printer's waste, sorry.

As doug2222 noted, your stamp is a known forgery. According to Varro, yours is one of many produced by Mirza Hadi in the 1960s. His forgeries can be identified by the break in the top frame line near the upper right corner, as marked by the red circle in the picture below.

There are some other differences too.
In the frame in the upper right portion below the script, the genuine has horizontal lines, while the forgery has dots that look cross-hatched. Below the "N" and the "J" is a vertical line pattern that is evident on the forgeries.
