The item on the left looks like some kind of service label?

The one on the right seems like I should be able to find it in Scott's, but I can't. Maybe a revenue? It is overprinted, from what I can see, ZAMORA??

One on the left is a Certified Letter seal.

One on he right is a revenue stamp

That's neat! I thought maybe someone painstakingly cut that label out, but I'm assuming it's die cut.

Yes they are die cut. As for the revenue... Zamora de Hidalgo, is a city in the Mexican state of Michoacán.
