According to the USPS, partial stamps should not be used to mail a letter. Not even torn ones. They should be exchanged.

Be careful how you read that. The "ruling" you posted is dated 1995. The links to the Domestic Mail Manual have been REVISED as of 07/28/2013. For example, there is no longer a paragraph defined as DMM 604.9.1.8. Further, the DMM 604.9.16(a) provides for the EXCLUSION that "adhesive stamps" are "NOT exchangeable".

Thanks wt. I looked for a later statute but could not find one. ...I wonder why you can't exchange "adhesive stamps".

If you've bought stamps at the post office recently, you'll see the receipt you receive clearly states:

"All sales final on stamps and postage. Refunds for guaranteed services only."

Basically, I think the rules and regulations have changed through the years.
