I don't know much about presort rates, but based on Google it's 24.2 cents. I wonder how many of these were sent out and delivered with two 5 cent stamps...

The rest of the postage could have been paid in cash. This situation is common on this type of mailing.

Even though cash might have been paid for difference, a permit indicia I believe would have been required with permit # and PO of issuing permit visible on the piece.. no?? or could this have been a non-profit pre-sort rate (still needing the applicle permit indicia with non profit identified.?? (the postmark does say standard presort though)???

Depending on who sent it, the quantity mailed and the level of automation, there is a discounted rate of 10-cents for Standard Mail Nonprofit Automation as shown here:



Incidentally, the MPP postmark from ZIP 84199 is from Salt Lake City, UT. I have a couple of similar ones in my collection. I think it may be a large volume mailing house that contracts their mailing center services to any number of organizations.

No matter what the content, the stamps are certainly a "keeper" with one of them being a PNC. Of course, assuming it is a nonprofit rate, I think the mailer could have chosen to use a Nonprofit Org. stamp (i.e. Patriotic Banner or Snowflakes) also valued at 10-cents, but that option is left to the sender.

Eligies, I do not believe that would be necessary for a mass mailer. This is only required if you and I are using these presort or other precanceled stamps.

Eligies, The mailing Post Office is identified (84199) The permit number does not have to be identified, that is only for non-mass mailers like you and I. Also, the company on the letter above has a MPP (Mailers Postmark Permit), and the number of it (295) is identified. 7And last but not least, the service in this case is presort standard, which means it is a regular class mail, not Non-profit. I believe you may have confused this with a collector's permit. In that case you would have to show the permit number and the issuing post office and ZIP code!

Thanks, great information. I always learn something new here. I know mail that can be scanned doesn't always indicate the full amount paid, but I thought all stamped mail did.

I do like the stamps. I don't actively collect modern, but I keep any interesting covers that come in the mail.

EDIT: I don't remember the exact contents, but I'm pretty sure it wasn't from a non-profit. The back advertises the chance to win a free iPad.

you know, I find that as I get older, I need to read items more than once. My eyes move faster than my mind comprehends. (just ask my wife!) missed the permit # entirely. Since the USPS does do random sampling of mails at the delivery point, the item should have been somehow identified as non-profit (per wt1 chart)so that it could be properly recorded for mail type, type of indicia, postage paid, weight, etc..
