don't know, but could it be degradation? I mean the first 100 or so sheets printed would be good, then the spot on the T appeared for the next 100 or so sheets, then the dot between the stamps appeared for the next 100 or so sheets, etc. as more "oddities" appeared on the die, there would be more varieties with the progressively higher number of "oddities"
I know in coin collecting, various die cracks are sometimes classified as "early stage" or "late stage"

A more likely answer is that the stamps were printed in sheets of 200 and then cut into post office size panes of 50. This could cause the variety to appear on one of the four panes. Another pane would have the other variety.

Most Canadian stamps are printed that way, though the exact quantities of stamps could vary in each sheet/pane, depending on the stamp issue.

Wert, all 4 panes are identical, all have corner blocks in all 4 corners. The position 1 number is for EACH pane, not the full sheet. The sheet of 200 has gutters in between the panes where the cuts are.
