Is there a difference between these two books, since they are both written by Charles N. Micarelli? Are is this more Amos skulduggery?

IBFS, I volunteer in a school library, and this sort of thing happens all the time! These two books are probably the same, just two different printings.

The top cover is the current edition, or at least it is newer than the bottom cover. (I think it is current.) They are pushing the Scott branding.

IBFS, Sometimes (?) they list a reprint notice on the inside. From experience, the ISBN number is going to be different
but won' tell you what year it was issued.
You may be correct about the top book being the latest - it seems the Scott logo is later then the bottom book!

I suggest you contact the librarian at the American Philatelic Society. They likely have both books and can provide a definitive answer.

Cjd I think has it...the newer Scott Catalogues I have purchased are identified on the cover with Scott logo in blue centered top of page above the title. The yellow cover does not follow the current Scott branding guidelines and would appear to be an earlier version.
