No, they need have had nothing to do with the Postal System; you have missed Jarnick's point. Until the late 60s British definitives were valid for Revenue as well as for Postage. Since the revenue from sale of stamps went to the government, minor payments of tax (e.g. the tax which used to be levied on receipt forms) could be made with stamps. But when the payment had been made, the stamp had to be defaced to prevent its being reused; this was done by its being either signed across in ink or with a handstamp.
