It was mailed to Portsmouth (Hampshire, England).

It's from London - Chancery Lane. The postmark is a later type of s receiving house stamp type. You can find the type of postmark in "Collect British Postmarks" on the second page of the 5th edition. It was in use to about 1828.

The letter text, lower left corner, refers to Chancery Lane, London and both the top center and body text appear to refer to solicitors (attorneys). It appears to be a notice sent from London to Portsmouth informing the recipient that a signed judgment is enclosed and asking about when production of things or money will occur.

The date from the front of the letter is "19th Febry 1824".
