To the best of my knowledge, there is no listing of these automobile use tax stamps from New York City. They are a city issue, which for the most part have flown below the radar of most revenue cataloging efforts.
my friend said this: This is a auto permit from NY, even though it says "stamp" They are collectible but are rather common. Range $6-$8. Some state revenue collectors chase these, but they were not listed as a "state revenue" in the new catalog.
Thanks for the information. What was just as interesting was the vehicle listed on the back: 1949 Autocar Weight 12,450 lbs. Serial# C75T-30193 which appears to have been a truck / tractor from what I found on the internet.
