So what do I have here? Is this a revenue stamps? I found it in an old album I inherited. Any info will be appreciated. Apologies for the poor image. Thanks!

It is not a Revenue. It is exactly as you say in your title - an Official stamp.

In the days before metering machines, Government departments sending out vast numbers of letters had to buy or indent for equally vast numbers of post-office stamps. That number of stamps slooshing round in the offices led to the possibility of pilfering of stamps which employees could use on their personal mail or sell.

To counter this, many governments, including Argentina, ordered special Official stamps which were valid for postage but only when handed in to the post-office by the Department. Pilfering of these stamps was a waste of time since if they were found in an ordinary post box they would be noticed and the sender investigated.

Interesting, thanks! This collection I inherited...it contains quite a few foreign official stamps from the late 1800's and early 1900's. Gotta wonder how they came to be in this album. Wonder what their stamp source would have been. The collection belonged to the mother of a friend of mine. I'm guessing she was actively filling these albums...2 volumes of Scott International dated 1949...as a child. I'm having fun combing through all the early 20th century material. No clue what's good, what's common, what's junk, what's treasure. I do like all the old engraved stamps so it's a joy sorting through it all.
