Hello,
I'm really new to the stamp world and even tho I'm researching and learning more and more, I definitely can use all the info and suggestions I can get, so thank you in advance. I have a letter from Scotts publications in regards to a double surcharge Ecuador stamp claiming they were interested in seeing it. I'm assuming the owner that started this collection I have, wrote to them about having the stamp. Not sure what, if anything came about but was trying to figure out where to and what to do next. I will try to upload picture.

Hi Stephanie. I would go to the library and check out their Scott catalog. See if you can find the stamp. In case you do not have a library maybe a stamp dealer or a stamp club nearby?

Peter

It's a 1939 issue. Tobacco tax stamp surcharged. My old 1980s Gibbons South America catalogue lists this with double and triple surcharge, but doesn't price either.

Scott # RA43 Tobacco stamp as mentioned. My 2009 Scott Cat. mentions that this stamp was obligatory on all mail from Nov. 23 to 30th, 1938. The tax was for the Intl. Union for the control of Cancer. Surcharge in black. Value minimal. No mention of a double overprint so value from Scott 2009 is for single overprint.

You mean # RA44a, don't you? Which is the double-overprint variety of # RA44. And there is also a RA44b -- a triple-overprint variety. Neither is priced in my 2009 catalog.

I have, probably, a very stupid question. If there is not a value listed or some kind of price guideline, for any stamp that me or anybody comes across, what is the next step???

One approach would be to contact one of the organisations that expertises stamps - there are several in the US.

ekbustad,
the 2009 SCOTT standard postage Stamp catalogue, volume 2,does list RA44, a.and b. as you mention and I am sorry for my mistake, after reviewing page 955 of the catalogue. As also mentioned by you, no value is attributed to a and b in this cat.
