As I've been moving two collections from old All American albums and catching up on the past 25 years of U.S. stamp issues I've run across a number of things that seem to be random - but I'm probably just uninformed.
How does Scott end up with a 21c Buffalo stamp being 3468 and a 23c Washington stamp being 3468A? (Also 3475 and 3475A).
Also does anyone have any knowledge of how the choice is made in the National albums to include a block or a full sheet? For example with the U.S. Musicians series the Nationals seem to switch mid stream from blocks to sheets. Obviously we can put whatever we want in the albums but I was just wondering how those decisions are made.

Hi George. Have you read the introduction to the Scott catalog? It explains the phenomenon of the weird numbering. One reason could be that they did not leave enough room for new numbers. If you look at my favorite stamp series, the Transportation Coils, you will find quite a few of these examples.
