The current 2017 catalogs only exist in either print or static image form (e-catalog). You would have to either scan in printed pages and OCR them and then try to export the data, or take screenshots of the e-catalog, convert to PDF, and OCR those.
There are old CD-ROM versions from 2009 and older that may offer more success.
"the Scott data" is a bit of misnomer, as the Scott catalogs do not exist in any database form that is accessible to the public. In fact, my understanding is that the Scott catalogs do not exist in any database format at all.
It depends on what you want. For example, an inventory program called Stamp Manage, uses a Microsoft Access database, You can open it outside the Stamp Manage program. It has catalog numbers, descriptions, and Stamp Manage's own pricing. It is licensed to use Scott numbers.
