Hello from Vancouver Island,
Gibbons warns collectors that the 1896 Trinidad issues are found with "Registrar General" obliterations. This does not seem to be one of those but is it a revenue cancel?

Yes, fiscal = revenue.
As opposed to a postal cancel having conveyed mail in some manner.

Generally speaking, I've found that cancels on these, and other British colonials, in blue ink are fiscal. Black ink usually, but not always, is a postal cancel.

Besides the fact that the style and color of the cancel indicate non-postal use: when the cancel reads "COLONIAL BANK" (and that isn't the name of a spot on the beach), it's a safe guess it was used for tax purposes rather than postal purposes.
