The cartel person had their counterfeiting equipment taken by Met police in 2001, he sued to get it returned when he got out of prison in 2008 by he lost that case. But he obviously has gathered new equipment, the above is a perforated proof.

Who could ask for more? Fresh, bright paper with great centering...perforations are all there. Bright, clear impression. Nothing like your typical, old 1893 stamp.

I'm more curious about the bidders (excluding shills) than the sellers.

bank-notes, xfstamps, deal-bargains, stampdeals. Do not buy from any of these people, they are all the person operating out of the U.K. using shill accounts to bid up their items hoping to get some unsuspecting person to bid. The majority of their stamps are fakes or proofs. I don't know why ebay is allowing this to go on for so long.

Yes those accounts are all the 'cartel' person; he typical maintains around 40-50 different accounts. ebay Trust & Safety has previously shut him down on several occasions including Feb 2011 and again in Jan 2014. He simply starts up again because ebay and PayPal have no feasible way to actually vet new accounts. It is not like they are going to send people out to our houses, knock on the door, and check to see that we are who we say we are. He knows this and that is why it has been going on so long.

The only real defense is to not buy from people you do not know. There are quality sellers in ebay and other venues but you have to work to find them. Being lazy by simply replying upon the ebay rating system or their 'guarantee' is a risk.

The only 'real life' analogy that I can think of is a flea market. Sure, you might buy a few inexpensive packets of stamps from an unknown person selling from the back of his car. But would you drop a lot of money with an unknown person who simply showed you some pictures of an expensive stamp?

Actually I find the perfs to be quite suspicious. They are very square and crisp. Stamps separated normally from a sheet have a lot of feathering at the perf tips and some degree of unevenness in length.

The seller is Philip Ryle/Cartel. It is not even worth thinking about. Avoid, avoid, avoid.
