Yes those accounts are all the 'cartel' person; he typical maintains around 40-50 different accounts.
ebay Trust & Safety has previously shut him down on several occasions including Feb 2011 and again in Jan 2014. He simply starts up again because
ebay and PayPal have no feasible way to actually vet new accounts. It is not like they are going to send people out to our houses, knock on the door, and check to see that we are who we say we are. He knows this and that is why it has been going on so long.
The only real defense is to not buy from people you do not know. There are quality sellers in
ebay and other venues but you have to work to find them. Being lazy by simply replying upon the
ebay rating system or their 'guarantee' is a risk.
The only 'real life' analogy that I can think of is a flea market. Sure, you might buy a few inexpensive packets of stamps from an unknown person selling from the back of his car. But would you drop a lot of money with an unknown person who simply showed you some pictures of an expensive stamp?
